Families that qualify for vouchers pay approximately one-third of their monthly income for rent to a private landlord, and the remainder is paid by the Housing Authority. This helps to ensure a decent quality of life for low-income families, because if rent takes up more than a third of the household income, it's impossible to pay for other basics, such as food and utilities.
