Cass County HRA is a public housing agency that helps provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. The HRA was organized in December 1979, which was created by the Cass County Commissioners, they appoint one representative from their district to reside on the HRA Board, who serves five year terms. The HRA Board, it is governed by MN Statutes § 473.195. The purpose of the HRA Board is dedicated to providing solutions to the county's housing challenges for low to moderate-income families.

Current programs servicing Cass and Hubbard County is the Section 8 Rent Assistance Program. Current programs that serve throughout Cass County: Pine Mountain Apartments (public housing complex), Transitional Housing (two homes), Tax Increment Financing District, Resort Rehab/Loan Program, MURL / Homes (single family home ownership), and Economic Development Loans.
