About Housing Authority of South Bend

The HASB Section 8 Rental Assistance Program is designed to assist eligible low and moderate-income families throughout South Bend pay their rent. Participants pay approximately 30% of their adjusted gross income to the landlord for rent. The balance of the contract rent is paid by the Housing Authority in the form of a subsidy directly to the owner of the property.

The HASB Section 8 Program has the authority to issue up to 2124 vouchers. However, given the constraints that Congress has placed o­n all Section 8 programs by refusing to fully fund all Section 8 vouchers, the HASB is capped at spending $11.5 million dollars per year. At times, depending o­n several continually changing variables of the program, this may mean that HASB has to reduce the number of participants in the program. The HASB Section 8 Program is continually trying to balance two competing priorities. We try and assist as many participants as is made possible by Congress and yet make that assistance level meaningful in the South Bend rental housing market.

One form of housing assistance provided by the Housing Authority of South Bend (HASB) is the Public Housing Program. Under this program, HASB owns and operates apartments and town homes for the purposes of providing affordable housing to low and moderate-income families and individuals. HASB bases the rent charged o­n 30% of the household's adjusted annual income. The Department of Housing and Urban Development provides subsidy to make up the difference between operating costs for the housing and the rents charged.

The HASB operates 9 Public Housing Family Developments: LaSalle Landing, Harber Homes, Monroe Circle, Laurel Court, South Bend Avenue, Edison Gardens, Twyckenham Apartments, Rabbi Shulman Plaza Apartments and, Westscott Court. Additionally, The HASB owns 235 single-family homes scattered throughout South Bend. All developments and homes are located within the city of South Bend and are conveniently located to schools, shopping, health care, and transportation.
