About Housing Authority of Portage County (HAPC)

The Housing Authority of Portage County (HAPC) is a federally subsidized agency that operates housing programs for the elderly, disabled, and low-income households of Portage County, WI. The only properties that our agency owns are Project I, II, and III and they are all located in rural villages of Portage County. Project I units (Amherst, Junction City, and Rosholt) are for the elderly/disabled, Project II units (Almond, Amherst, and Milladore) are for the elderly/disabled but we currently have an age waiver for 50 years and older, Project III units (Amherst, Junction City, and Rosholt) are for families (we have a wheelchair accessible unit in Amherst), and the Housing Choice Voucher Program can be utilized in any area of Portage County or the United States (rules and restrictions apply).

Mission Statement

The Mission of the HAPC is to provide decent, safe, and sanitary housing — in compliance with program housing quality standards — for very low-income households while ensuring that household rents are fair, reasonable, and affordable.
