The WEST HAVEN HOUSING AUTHORITY was originally organized in 1946 for the purpose of building federal affordable housing. The WHHA is governed by a five (5) member Board of Commissioners appointed by the Mayor of the City of West Haven and approved by the West Haven City Council. Commissioner serves a five (5) year term.
The Executive Director and the staff of the WHHA are responsible for the administration and management of the Authority. In 1966 the first federal units were erected. One hundred 100 family units called Spring Heights and 126 family/disabled units were built at Morrissey Manor. From 1976 through 1985, 391 units were added to the West Haven Housing Authority, totaling 617 federal units.
When the Section 8/HCV Assistance Housing Program originated in 1976 only 75 people were on the program, today the Housing Authority assists approximately 11 38 Section /HCV families. In 1998, the WHHA began the rehabilitation work on the largest acquisition in West Haven Housing Authority's history, Meadow Landing; LIHTC funded multi-family housing development. The development consists of 230 units. In addition, WHHA owns 38 market rate rentals known as the Spring Gardens Apartments
The Mission of The West Haven Housing Authority is to provide and enhance affordable living opportunities for individuals and families with the greatest housing needs. This includes seniors and disabled people living on fixed incomes, homeless veterans, and families with low incomes. We offer a broad range of housing options to address the unique needs faced by each of these groups. Our guiding principles are: insure public trust, protect the dignity of people with limited resources, support independent living, promote resident empowerment, community partnerships, and provide communities of choice to low and moderate-income residents throughout the City of West Haven.
