About California Department of Housing And Community Development

HCD is the lead agency within the State for development of housing policy for the Governor and State Legislature. HCD’s other responsibilities include administration of State and Federal housing and community development loan and grant programs including programs to develop and rehabilitate rental and supportive housing, promote homeownership, and assist in the development of special needs housing for farmworkers, the disabled, and the homeless. HCD also administers State housing element law and provides technical assistance on a variety of housing, finance and planning laws. HCD is also statutorily required to collect information from redevelopment agencies (RDAs) to publish an annual report of RDA's housing activities. This report provides information on RDA Low- and Moderate-Income Housing Fund revenues and expenditures for affordable housing programs, projects, and assistance. HCD provides technical assistance on redevelopment law and requirements, promotes the effective use of redevelopment funds, conducts periodic audits of redevelopment agencies, and identifies “best practices” to foster effective implementation of redevelopment law.
