As of January 2018, Section 8 HCV waiting list (HUD housing) is currently closed; they are not accepting any applications. If/when the waiting list re-opens, there will be a notice in their office window, on their website http://www.douglasaz.gov/237/Housing as well as the digital sign in front of City Hall. A notice will also be published in the local newspaper (Douglas Dispatch). There are other low income apartments in Douglas that can you contact directly for their availability.
